BISE Rawalpindi officials charged for bogus HSSC result


Rawalpindi, The Higher Education Department of Punjab has indicated five former officials of Rawalpindi Board of Intermediate and Secondary Education (BISE) because they issued fake result last year.


Former BISE chairman Dr Muhammad Qasim, former controller Amjad Iqbal, system analyst Muhammad Afzal Bhatti, computer programmer Asif Masood and data processing officer Muhammad Sarfraz Ahmed have been indicted in inefficiency, negligence and misconduct under the Punjab Employees Efficiency, Discipline and Accountability Act 2006 (PEEDAA).


According to the recently issued charge sheet, Dr Qasim has been indicated with carelessness and inefficiency that badly affected the Higher Secondary School Certificate (HSSC) Part-1 annual exams for 2011.


The chairman was also charged because he failed to properly monitor the Result collecting which caused to faulty results for a number of candidates.


The third charge against Dr Qasim was negligence of not following the request from the BISE chief secrecy officer about manual verification of the objective part of the HSSC-I. Because of this the higher authorities ordered to recheck the objective papers.






Moreover, ex-controller Amjad Iqbal is blamed of blunders in preparing the HSSC Part 1 Results. He mentioned in the gazette that the result was accurate and did not send for rechecking of results.


The former controller was also unable to get the award list of objective papers and processed data from the computer programmer during the rechecking process.


Iqbal is also charged of appointing Suleman Khizar as computer programmer without taking approval from the BISE chairman.
The charge sheet indicted system analyst Afzal Bhatti for misbehavior by tampering with the objective papers and unable to produce an error-free result. 


The system analyst declared the results without notifying the BISE chairman or secretary of the errors and without their approval, the charge sheet said.


Sarfaraz Ahmed, the data processing officer indicated to fail in transferring properly scanned, processed and corrected data to the system. 


Criminal investigations taken by the Rawalpindi Anti-Corruption Establishment (ACE) which have already cleared the Dr Qasim to criminal obligation but other officials are still indicated in the case.


The trial of indicated persons is proceeding in Lahore High Court in a special anti-corruption court.
